This hat was ONLY available from an event from a single pre-release, in this case, Release 22. This was the first hat quest and the first in-game “rare item.” These were intended to get players to certain new scenes during early testing of the game.

Grand Tour 22: As with each release, we will have a Grand Tour. Completing this quest is the ONLY way to gain this rare reward. The ?hat? for this release is actually a pair of goggles.
